What is BS EN 1090?

It is a legal requirement that anyone manufacturing structural steel holds BS EN 1090 certificate.

The requirements of BS EN 1090 ensure that appropriate controls are in place at every stage of the manufacturing process.  The steel fabricator must demonstrate that they have factory control procedures, qualified welders with welding procedures and a traceable process from the procurement of raw materials to final inspection.  A declaration of performance can then be provided by the fabricator to their customer.

This is a relatively new requirement (came into force in 2014) and it has been slow to have been adopted by those professions who are in authority to ensure this regulation is being followed, however this is changing.

Why is BS EN 1090 relevant to you and your project?

Pressure is being placed on those who hold positions of authority to ensure that they refocus and include the requirement of a ‘declaration of performance’ to be presented during their checks.

In practical terms this means your building inspector may ask to see declaration of performance for any structural steel before they will sign off on your project.  This could happen after you have completed your finishing works i.e. the steels are buried in the walls.  Meaning if you are unable to produce a declaration of performance from your fabricator you may need to expose the steels to have them verified and weld tested.   When selling the property, the conveyancer may require a declaration of performance as part of their due diligence.  Without the correct paperwork the sale of a property could be held up or it may stop the selling process altogether.
